Residential EPCs
Since 2008 all properties going for sale as well as all properties being rented need Energy Performance Certificates. EPCs are intended to make people more aware of the energy efficiency and running costs of the homes they buy and live in. On the EPC you'll find a graph, much like those found on some kitchen appliances like new refridgerators and cookers with a rating from A to G (A being the most energy efficient and G the least efficient).
The EPC rating is determined through information collected about the property by the Domestic Energy Assessor (DEA) during the assessment of the property. Some areas that are looked at include: the heating systems and controls, loft and wall insulation, window types, the amount of energy efficient light bulbs, and of course the age and type of property.
The Assessment takes about half an hour to an hour for residential properties depending on the size of the property. The Energy Assessor will then process the information and produce the Energy Performance Certificate. An electronic copy of the EPC (PDF) will be sent to the owner and the agent. Printed copies can be provided on request.
How to Prepare for the Energy Assessment?
Access to the loft space and heating systems should be provided. Where possible the boiler make and model, which can be found on the boiler instruction manual, should be shown to the Assessor. When available proof of cavity wall insulation should be provided as this is not always visible. When it is not detectable on the external wall, for example when the drill holes have been plastered over, lack of proof of cavity wall insulation may lead to a lower rating on the EPC because it will be defaulted to the insulation status for when the property was built.

New Build EPCs & SAP Assessments
From 1 September, all homes built and physically complete on or after this date, need to have an On construction Energy Performance Certificate (New Build EPC). This also applies to buildings that are converted into fewer or more units and have changes made to the heating, hot water provision or air conditioning/ventilation services. It is the responsibility of the builder to provide the EPC for the buyer.
Ulster EPC has qualified SAP assessors to calculate SAP Energy Ratings and produce Energy Performance Certificates for new build and converted dwellings.

There are two stages of the On Construction (New Build) EPC:
1. SAP Calculations
As a company we provide SAP calculations done at the design stage which is required by building control to show that the building will comply with Building Regulations Part L.
1a. (Optional) Predicted Energy Assessments (PEA)
A PEA is required to market any new build property before it has been completed. This is simply the predicted SAP and Environmental Impact (CO2) rating from the SAP calculations you do at the design stage to check whether you will meet energy-saving targets. The final energy performance of the property must achieve at least this target energy rating to receive its final sign-off from the building inspector.
2. On Construction (New Build) EPC
We cannot take SAP calculations produced by other companies or individuals as liability for mis-information lies with us alone. If the SAP calculation has already been done and submitted then we will ignore it and do our own SAP calculations in order to produce the On Construction EPC.
To produce the On Construction EPC we need the following details along with the SAP calculations.
- Drawings showing sections, elevations, floor plans, site plan + orientation of the property
- Full construction details for the development / property inc. insulation used in walls, floor, roof and specific information relating to any dormer cheeks and other small construction elements i.e. small flat roof constructions
- Window / Door schedule
- Heating and Hot Water information including make & model of boiler and hot water cylinder size + insulation. If the boiler make and model are unknown then you need to provide us with the efficiency of the system.
- Air Pressure test results.
The above information needs to be on DWG files or other CAD type files. PDF and paper plans and drawings will incur a higher charge as these increase our workload.
A typical one off new build which does not need a site visit is priced from £188. Discount is offered where there is a higher volume of work and for duplicated plots (exact match of floor plan and detail). Our price includes the new SAP calc, PEA (if required) and On Construction EPC.
Important Note:
Sometimes with these assessments, especially when the ‘as built’ SAP is completed, there are a number of queries that need to be checked with the client i.e. the construction details and the drawings contradict themselves in relation to a particular element: for example the external or internal finish differs or a different make of boiler etc. If the ‘As Built’ details differ from the original ‘As Design’ details used, you will need to inform us of this to make the necessary amendments. Failure to do this will make you liable under mis-information and can invalidate the On Construction EPC.

Commercial EPCs
Since December 2008 Commercial Energy Performance Certificates or Non Domestic EPCs are required upon construction, sale or lease for all non-dwellings, covering everything from small retail units to offices, industrial units and large scale commercial premises. The commercial EPC will be similar to those produced for residential properties and assess the energy efficiency of a building. The commercial EPC will also provide advice on how to make cost effective improvements to the building to make it more energy efficient. In order to comply with government legislation a Commercial EPC should be made available to any new tenant or purchaser of commercial premises.
There are exemptions to the requirement for a commercial EPC, these include:
Places of worship, temporary buildings (less than two years use), low energy demand buildings (like barns) and stand alone buildings less than 50 sq. metres.
The Commercial or Non–Domestic EPC is far more complex then a residential EPC and the time scales in which it would take to carry out the assessment are largely dependent on building size, layout and types of service used e.g. ventilation and air conditioning.
